John Howard in the red cap is correct.The tricky one is indeed the white cap guy. He is actually quite famous now. :-)

Pic was taken in 1975
I know this is completely wrong, but people who followed skateboarding will know that the young kid in the cap is a dead-ringer for Dogtown skateboard legend, Jay Adams. The timing is right as this was when the whole Dogtown skateboard scene started in Santa Monica and Adams was a young teenager at the time.
