I asked this before and got no replies: are you any faster with a skinsuit than you would be in a snug fitting bathing suit?

A good skin suit? Yes.
Covered (at least when the covering is the right material) skin is faster than skin.

a lot faster in a swim skin. I have (more than once) done 2 x 1500's where I throw a swimskin over the speedo on the seccond one and the time difference between is in the range of 3 seconds per 100. And this is at the pointy end of the swim spectrum.

other than speed, any other benefits to a swimskin over a tri suit for a non-wetsuit legal race?

suggestion: just use a super-fast-in-the water trisuit: we have several models and we're not the only ones. this is why we make them: one gear for the whole race, super sleek on the swim, very aero and super light and breathable for the run. this is all you need :)
