Yes, especially on some courses (eg. V718) where the tree and building line is very high so any passing traffic is in largely still air.

Steve probably knows some specific aero tricks, but the bottom line is there is no short cut/secret: it just takes attention to detail and many many hours of tinkering and testing. Guys like Steve have been testing out numerous new positions for years, making slow progress and getting faster and faster. He (and some other top UK testers) have surely put in many more hours fine tuning their TT positions than any of the top UCI pro's. It's almost like a second type of training. You spend many hours on the bike doing your training, and then many more hours in the garage and on the road aero testing stuff. You eventually get to the point where you're thinking about 600ml bottles vs regular ones --- and then maybe you realize how crazy obsessed you've become!!! (More power to you Steve!)
