'for a reduced entry fee of $100' is not the same as 'for an entry fee reduced by $100'. The former is the offer. The latter is what the OP understood.

I think you forgot the pink font. Didn't the race get canceled minutes before the start? By the start of just about any big race, they're all usually trashed. That's why some races close off a couple of port-a-potties in transition until after the race starts, so we'll have something usable during T1 and T2.
