There is one at A&M but I don't think it is normally used for cyclists. Unless your name is John Cobb.

Fingers crossed it does because I will do testing there if it opens! Can't afford to travel to get tested but if it's in my hometown I will do one less race and get tested.

Also, depending on exactly why you want to aero test, you might look into ERO Sports testing at the Carson Indoor Velodrome in Carson, CA.
IMHO this is better than wind tunnel testing for most people and is cheaper.
