I have been using an 8 speed Shimano Bar-end (on friction) with a 9 speed cassette for the last 5 years or so. I has worked fine. Just changed my aero bar and now I can only use 7 gears in back. It seems like the lever does not have enough travel or throw to shift through the whole range. I can tighten the cable and have the lowest 7, loosen it and have the highest 7 or have the middle 7. Limit screws don't seem to be an issue. What am I missing (besides two gears)?

When you say you are tightening the cable - are you meaning with the barrel adjuster?
I would take the cable off of the rear der entirely. Set your set screws (trust me, never have a cable installed when you set your set screws).
Use a cable tension tool to be certain that you have all of the slack pulled out of the cables - but, it will also seat the cables into any ferrules or stops in the frame. It can also show a possibly loose cable that is not properly seated but held sora in place under bar tape.
Make certain that you have SHIFT cable, as in non-compressable radial housing.
Then, once you know everything is properly seated and your stops are properly set - reattach the cable and let us know. The cable HAS to be the issue being as that is the only thing that changed.

And if you can't get it working, you can still get 9sp D/A bar end shifters.

The shifter needs to mount in a certain orientation on the mounting bracket. Remove the shifter and rotate 90deg before reinstalling - takes some trial error to get it mounted in the correct orientation. Your current setup is out slightly and hitting the end stop in the shifter.

I sounds to me like when you attached the cable to the rear deraileur that you put the cable on the wrong side of the pinch bolt. That limits the travel of the deraileur to one less than the shifter is capable of.
