It pumps fine but the pressure needle immediately drops so its really hard to tell how much pressure is actually in the tube. Is this fixable or is it time for a new pump?

Some pumps have replaceable pressure gauges, it depends on the manufacturer.
Another option would be to get a stand alone pressure gauge, they tend to be more accurate anyway.
