I just transferred to SUNY maritime college with has very regulated rules and regulations which means I cannot store my bike inside in the dorms. This means I have to store my bike outside at the bike racks. Does anyone know of a good bike cover that will keep my beloved bike safe from the rain and snow of New York City? Thanks

What kind of bike? Tri bike? There's no way I would ever store it outside if it's an expensive bike

Not a good idea.
Your bike will stay wet under a cover and corrosion is not your friend. Neither are bike thieves.
I'd try to find alternative secure (basement) storage on/off site.

I would not keep it outside. I would just keep it inside and deal with the heat from the dorm patrol clowns, or find a friend's house to leave it at. You could always join a frat, but it would probably get destroyed during one of the parties, so same problem.
Make frnds with your local bike shop and pay them 20bucks for storage. They may even give you discount on gear and servising after a while. Another option I have use is campus guard house. Always open ...treat the guys from time to time with a six pack and you are sorted.
