Ironman posted a few rule changes for the 2016 season. The two that stuck out to me are the increase draft zone for amateurs(10m to 12m) and in non-wetsuit legal swims you are now allowed to have a suit that covers your shoulders. What was the reason for the bare shoulders in the past for non-wetsuit legal swims? Also, how well enforced will the new 12m draft zone be?

My immediate response about draft zones is that I rarely ever says it enforced why would it be any different now?
