Measuring Heel to Toe drop

After my limited research it seems that there is no industry standard for measuring this. For example Hoka Challenger is shown to be a 5mm offset (29mm heel/24mm toe) per Hoka's website and Runners World's measurements are 7.9mm offset (36.6mm heel/28.7mm toe).

Is there any reason why a industry standard cannot be set?

This is why when I want to compare numbers, I look at Running Warehouse. I know exactly how they measure the shoes (they have a video on their site showing how they do it) and they do it the same for each shoe they measure. I would think that coming up with an industry standard for something like this would be difficult with so many different shoe companies without some type of governing body over them.
