Just watching the NZL ITU race and Gomez appeared to lap just about everyone. Do the others finish on his bell lap or run the full 10K? Assuming short laps?

They finish the whole course.. you can get lapped out on the bike though (pulled from the race if the front pack laps you on the bike)

Yes, everybody who makes it off the bike covers the full run course. You're allowed to get lapped running, but not biking. If you're lapped or about to get lapped on the bike, you get pulled. Additionally, depending on course design, the lead runner can "lap out" trailing cyclists. Best example of this is the course in Clermont, where the bike and run course are identical, except the turnaround for the run is sooner, so if you're not ~3/4 done with your last bike lap by the time the leader is halfway through his first run lap, you're also out. I believe they try to avoid course designs like that when possible though, because that really screws it up when a runner laps out a cyclist, because you can really only be about 4-6 minutes down for that to happen
