Felt AR5 headset question

For some reason I was unable to get the play out of the head set well after taking it apart and looking at it I couldn't find anything out of the ordinary. Well putting it all back together I noticed the bearing is sitting up above the top tube kind high. I'm unable to get it to sit flush with the top tube. Any tips?

That is exactly how it looks with the super thin 4mm cover + the 25mm PC "F-wing" cover.
If there is play, check that the compression device is bottomed out in the steerer and tight. You turn the 4mm hex key the opposite direction from what you might think to tighten it. Loosen first to make sure it is seated on the top of the steerer.

Yes, the upper part of the headset can be replaced with just about any 1.125" headset cover provided the cover does not bottom out on the frame.
