I know the Trek store rents out road bikes, and it is really close to the start of the IM course. Another close one is HUB Endurance, but I don't know for sure if you can rent bikes there.

Quintana Roo is offering rentals at all IM's this year, and just acquired Tri-Cycle Rentals to help expand on this, and they are located in Chattanooga, so maybe they have some of the rental fleet in town that you could rent.
