2015 ITU Sweden age group bike equipment rules

There is a photo of a gal- #623- riding a Hed rear disc wheel and front Hed 60(?) along with a full aerobar setup. See this link: http://www.sportograf.com/en/shop/search/3104 and input "623". Was or is this equipment legal?

There were no prohibitions against disc or deep dish wheels. I rode 85mm front and 95mm rear in that same race. Why would you suspect otherwise?

Looks like it was the long distance championships so following the non draft section of the ITU rules. So that would be fine unless the frame is a non UCI legal.

When I searched the "gal" photos very few of them were using such a setup even if they have bikes with this setup.

I saw a 'lot' of disc wheels, but that was still only a minority of the wheel sets there. However, the overwhelming majority of people used aerobars and tribikes. There shouldn't be anything unusual about that since the age group ITU LD race is always non-draft.

Yes it is legal, what ITU rule are you suspecting was broken? As far as I know in the book, there is no rule against rear disc and 60 front in ITU non-draft races.
All bikes and helmets were checked going into transition, fairly closely I might add. ITU does not require the same "stock" fit that UCI does, I used a "praying mantis" set up for my aerobars in this race. Which is banned by UCI but legal in Triathlon.
