Calfee Sizer

I have a Calfee sizer, and using the stack and reach evaluations for any body that is looking for a new bike.
I have some difficulties, to determine the STACK ,
The problem is I don't have any reference where the head tube finish.
I know where the head tube start, ( bottom of the head tube) and I position the SALSA stem flash to the head set on top,
I reduce the height of a regular stem plus 5cm for the spacers , and that, theoretically should give me the size of the head tube.
But is no right the measurements are completely wrong.
Any ideas ?
Or somebody that has the Calfee sizer.

Put a 15mm top cap on "steerer," under the fit stem, and pull stack/reach from that. The bottom of the headtube isn't used in stack/reach calcs, so you can just pull that measurement at the top of the frame, where the slider/steerer inserts.
