It is the rim width (might be 23 mm actually).
I'm pretty sure this is also the width of the brake track. If you are interested and you are worried about break clearance, I can measure.

I don't know exact mileage, but it is very low. This wheel has been sitting in a wheel bag in the closet for the last couple of years.
