Do these come with, skewers, brake pads, Wheels bags? How many miles on the Conti's?

Hello,
These will come with skewers. The wheels did not come with bags and brake pads would come with a frame, not with wheels (and don't cost much anyway). The tires have less than 100 miles on them.

You're drunk. Brand new Zipps are shipping for $1500 from the UK right now. They also include brake pads, as all high end wheelsets do.
