What is the ideal set up for a 25mm tire? Using a 19-23mm Latex tube, or 25-28mm?

I have run 19-23 plenty of times in 25 with no issues, I suppose in theory that if running sealant they will be less prone to seal, but I have found no downside.
If you every have pump up a latex tube you will understand why the risk is low or non-existent.. The smaller would arguably be easy to install and I think I recall Tom A. citing less RR?

I've used both without issue, but my preference would be to use the 25-28.
