At the risk of sounding hyperbolic, he and his ilk are the kinds of people who are just itching to tell everyone else what to do, and they'd also be the ones at the camps, deciding just who is sent to the right and into hard labor or to the left and into the ovens. They don't mean to do it, but it's a bureaucratic thing and hey... it's for the greater good, right?
They start out by establishing a benevolent despotism, which eventually devolves into full-on despotism and then something much worse. All for the greater good, whatever the hell that is. I'd ask Madame Mao (Jiang Qing) what it is, but she's been dead since 1991, thank God. ;-)
