No need to do it all on a treadmill. When I'm doing treadmill hills I run 20 minutes to my office gym, do the hill set, and then run back home the 20 minutes.

Another alternative is stadiums. I sometimes train out in Katy. At the high school is a stadium with both ramps and steps.
