I would like to point out to you that the caption on that humorous image, which some people may refer to as a "meme" from time to time, is in fact incorrect. The correct quote from the film "Stripes" is "Lighten up Francis", which was delivered by Sgt. Hulka and directed to Francis, who preferred to go by the moniker "Psycho". As that quote is written, it makes it appear that Francis is the one telling someone else to "Lighten Up", which is inferred through the use of a full stop at the end of the quote and "Francis" in smaller font which would indicate that the quote should be attributed to Francis.
Additionally, the photo, or "meme" as it were, is quite confusing since the person in the photo is not Francis, rather it is Sgt Hulka himself, but Sgt Francis never appeared to have much of a sense of humour in the film. I imagine that Sgt Hulka was told to "lighten up" from time to time, given his general demeanour, but that interaction was never portrayed in the film itself.
