How to fit my TT bike + slamming the stem + adjusting adjustable stem

Hi,

I have this PX Stealth Pro TT bike that I am trying to fit. It's the XL frame (57cm) and I am 5' 11".

Right now the seat post height is at a comfortable level so I can easily get on and off the bike.

As you can see I slammed the stem (with a 5mm spacer at the bottom) as to lower the height of the stem. Do I just add the other spacers on top?

The other question I have is: how do I adjust the adjustable stem? I unscrewed the screw and cap on the side of the stem, but I can't move the stem up and down. See pictures.

There may be a secondary set screw under the cap. Or locking pieces that need to be removed before you can adjust.
Most adjustable stems don't rely on the main bolt.
