Is this frame cracked?

So I bought a used frame that the owner claimed was never crashed / had no damage / normal wear. While loking over the frame prior to swapping parts, I noticed what I hope is a scratch, but fear is a crack. I've tried tapping around the spot to see if there is a sound difference (there appears to be) but am not sure if the slight sound difference is due to it being a crack, or simply the fact that i am tapping on an imperfect clear coat (I.e., it is just a scratch).

Going to have the bike shop take a look, but I figured some here may have an opinion.

Is it in an area that could have been suspect to a crushing force ?

I am no expert by the way - I just like messing around with mechanical things so don't get all down over my thoughts :-)
