Plus a few Canadians suffered the same or similar symptoms and Cuba allowed the FBI to come in and investigate. So pretty doubtful it was the Cubans.

I would also suspect Russia, although I'm not big on blaming Russia for everything like the current DNC establishment and Hillary supporters. While I'm not exactly sure how much Russia has to lose as the US/Cuban relationship improves, it seems that attacks of this nature must be from some technologically advanced country. I strongly doubt Venezuela has the tools to conduct such attacks, although perhaps the tech involved isn't that sophisticated.

What seems clear is that both US and Russian industry are big losers when it comes to a change in the status quo. The heavily subsidised US corn syrup industry loses with any future trade deal involving Cuban sugar and Russia loses with cuts to its economic ties with Cuba. I imagine that Russia would prefer to keep Cuba within its sphere of influence. Russia has also recently signed some big off-shore oil deals with Cuba. Russia was also the first country to provide Cuba with aid following some big hurricanes in 2008. I think its pretty clear that the United States is not dependable when it comes to providing that kind of relief since its not prepared to provide relief to its own territories.
