It's most likely not so much something that necessarily improves the Crr, instead that it doesn't unduly degrade it (due to latex's low hysteresis losses...assuming it IS latex).

I'd expect an otherwise equivalently constructed tire (same casing, same tread compound/thickness, same everything except the sidewall and interior coating) with a latex tube inside of it to roll just as fast. The coating just allows it to be run tubeless without undue air loss, and gives latex-based sealants a good surface to "cling" to with punctures.
