My impression is the U.S. military has been pretty out in front on race for a long time, but since 1775?

Unless this is somewhat routine for the services to comment broadly on such issues, it's hard to read it as anything but a response to the emerging perception of the Commander In Chief. It's not like they're defending themselves from some specific criticism or addressing some internal controversy.

I treated a black WWII vet once who served in the European theater. He said it was a real eye opener to be over there and be treated so much better by Europeans, which made it sound like things weren't all kumbaya in U.S. military of WWII as far as race goes. Really how could it be given U.S. society at the time.

Again not to denigrate the ahead of the game strides the U.S. military has made but that statement does seem like a bit of white washing of history.
