It could be perfectly normal. I've just not noticed mine doing it, until today.
I use a modified Galloway run/walk on my long runs. Today, I was in the middle of a run (back half of a ride/run brick) and I watched it skip seconds.
Is this normal?
no, I think you are just that fast that time stood still!
I can assure you....that is NOT the issue. :)
It's in the 90's, here (temp and % humidity)
Mine definitely does not skip seconds and I also run/walk for anything over 10 miles.
I've never seen mine do it, either.....before today.
Oddly enough, it didn't do it, later in my run. I was on about mile 6 of a 9 mi. run when I saw it occur for my walk periods for 2-3 cycles.
Are you sure you weren't slow-blinking?
If you really believe it to be a problem, contact Garmin support and post something in the Garmin Forums.

My Garmin 500 sometimes does it. Usually at the end of an interval when I'm counting the seconds until I can stop. 4:57, 4:58, 4:58, 4:58, 4:58, 5:02.... FACK!
It is probably failing to refresh the screen. Probably because it was busy doing something else. The internal clock is set against GPS satellites and that is accurate.
