The tour lost 13 riders on Stage 9 if I have the numbers right.
You are including hors délai riders. These are guys that were having trouble going uphill, like Demare.

Having 30K after the climb makes the climb less important as riders can catch back up and those who risk more and descent bravely have opportunity to gain time, but there is a risk. The reward to being the best climber is gone on a few stages.
There have always been large downhill in the tour, and mountain stages that finish on the flat after a descent. It's not a race to be the best climber, but the best three week rider over a variety of terrain. Remember that riders like Nibali and Savoldelli won tours because of their descending skills. I don't consider them less valid champions.

The tour can't have top notch safety and a crit in GA can?
It's not hard to pad a short, flat city course. It is hard to pad 10s of km of variable terrain.
