Yes, but those certain jobs includes things like counter-insurgency, or training and assisting foreign military. Those are skills housed under the umbrella of "special forces."

Of course ultimate success involves a combination of political and military expertise.

Define "success". Was Viet Nam a success despite not losing a single battle. Has Iraq been a success? Or Afghanistan? You can send in very competent military into a lost cause based upon a bad political decision.

No, Vietnam was a stalemate at best. And the U.S. lost some battles.
