I have a 2009 Cervelo P2C. If I was willing to get a new bike in the $3K-$4K range would it make me any faster or is my Cervelo good enough?

In my opinion, your Cervelo P2C is certainly good enough. A newer bike might be faster. Certainly claims would support the frame is slightly more aero, cables might be shielded from the wind better, etc. But it really comes down to if you are trying to squeak out every last second. As has been said many times, position is king. If you have a position that is good and comfortable... I say don't go down the bike upgrade path unless you have $$ burning a hole in your pocket.

Yes, it would make you faster. But, the ultimate decision comes down to how else might you use $4K, and how do those priorities weigh. If you asked a financial advisor, he would tell you no; put the money in your 401(k). However, if you ask a bike nerd, he would say yes, even if it only saved you 10 seconds in a 40K Olympic.
A modern bike has a crapton of advances from 2009. For example, you probably cannot fit current wide wheels and tires on your old frame. Also, you are probably on 10 speed shifting, and for $4K, you could make the jump to 11 speed electronic shifting. At that price point, the new bike would likely have a substantially better and faster cockpit, adding to your speed (beyond just the frame).

I also ride a 2009 P2C, the biggest things I can think of with a modern frame are being able to fit wider wheels/tires and better storage options (Trek SC draft box, additional bosses for storage accessories, etc).
A year ago I would have said not being able to run Di2 wires internally would also be one but I've since picked up eTap so that point is moot.

Where are you...FOP.....MOP? Trying to gain a few seconds to get on podium? How is your bike equipped now? Is there anything you can do to upgrade your current bike? Current wheels?

You have a good bike. Any gains will be marginal. The woody you will get from a new ride may make it worth it as you'll want to train more often.

A 2009 P2 could be fast if all your cables are super clean and your bars and levers have minimal frontal area.
My guess is that if you are asking this question than your setup is sub-optimal because there are some compromises you have to make for a super clean aero bike.
Either get a super aerobar setup ( 3T Ventus, ENVE, TriRig), or buy a bike that provides the aero details as part of the basic package. The SC 7.5 and Giant Trinty and very clean and relatively cheap. Getting to that level of aero with a P2 will require some serious attention to detail and I don't think you could justify the ROA

Perhaps.not complete bike but new bars and a really good fit from top fit specialist. Cervelo P2C is ok fitting bike.

An assessment of your whole "system" would be the first place to start. Some testing would be second.
I have a tpn of very consistent aero data on a higher end bike. I plan to measure on my 2009 P2 that has a few upgrades including a really nice bar.
I have an opinion of what the delta will be but I'll test rather than speculate.

I have spent money on all of it....new bikes,
Parts, bells, whistles. I'm old and slow but this is what I would list as the biggest bang for the buck that helped with my fitness:
1) indoor smart trainer (kickr, computrainer, etc).....had both mentioned, the my both work.
2) power meter, to translate power outdoors and make sure you are working.
3) disc wheel.
I'm willing to bet those purchases do more for you than a new frame.

This made an interesting read for me. I'm in the same situation, and considering whether it's worthwhile upgrading from my 2012 Felt B16, or whether I should just upgrade my (already upgraded) bar setup and add a faster wheelset.

since position is often the source of biggest drag 2h in the wind tunnel will give you more time savings than any bike will. You'll also figure out which helmet is best for you, can figure out best way to run bottles, which clothing is best, tires are most aero for your set up etc.
Sure you could save 1min with a different bike or you could save 4 min at 30% of the cost.
Figure you'll still have a fair chunk o change left over to take out the significant other and buy some stocks.

This is a totally loaded question. The P2 can certainly be fast. Drill the frame and reroute the cables behind the stem. Super very clean bars and stem. Smart choices for storage if you are doing 1/2 or full IM. TriRig brakes. Retro-fit for Di2 (pulling wires through a frame never intended for Di2 can suck.
This becomes a classic case for whether you want to do a ton DIY stuff or you would prefer to save the time and energy and just buy speed. SC 7.5, Giant Trinity, Canyon (if they ever get here) are all bikes that will probably be faster than even the cleanest P2C known to man, especially if you need storage.
I think we sor of hit the point of maximum aero with the 2nd gen SC, P5,...(Kylie's wind tunnel testing should be a good indication. Will the P5-6 still rule roost?)., but there have been a lot of advances since the P2C. For example, there wasn't a ton of CFD work being done on bike/rider shapes back then. Now everyone has access to the hardware and software.

To answer your question, if it makes you feel good, it's worth the money. I upgraded from a 2008 Kuota to a BMC TM02, and I felt good, looked good, and got me more motivated, and trained more. How long that lasts... is another question.

I had a fitting from a well known fitter on this forum this weekend. I ride a P3C. He said if I get a better front end the super bikes won't be much faster. A little, sure. But way more important is you getting a bike that fits you well.
Worth it? Speed? No. You can replace the cockpit (who knows... maybe you fit best on the cockpit you have now???), route the cables better, invest in wheels....
If upgrading makes you ride your bike more? That might be worth it.
