I've been trying to determine whether or not my PowerTap Joule GPS + can display Normalized Power. I only see Watts, Average Watts and Max Watts. Can it also display NP?

Yes it does. The user manual explains how to rotate through the three metrics assigned to each category (I found it a little tricky coming from a Garmin background):
