You'll see some gains. But like many others have said, it depends on many factors: Fit, how aggressive you a position you can get into, your FTP. Blah blah blah.

I am a cheapskate. So I trained like a dog when I started the sport on a cheap entry level road bike for 3 years. Got to where I could do 23-24mph for an Oly with Aero Bars. Then in my fourth season, I got a Cervelo P2 with a very professional and I was suddenly a FOP biker. (26+ mph). I'd already been a FOP swimmer (19-20 for 1.5k) and an "ok" runner (38-39 for the 10k) so the added speed on the bike suddenly started consistently putting me on the overall podium. So for me, yes, even when you're reaching your full potential, a tri bike can still make a huge difference.
