I'm doing my first WRC brand race in a couple of years. Looking at the rules, it seems you only need the bib for the run now. Is it true that we don't have to wear it flopping in the wind on the bike anymore?

It's race-specific, so check the athlete guide.

Yep. I've never done a race where it needs to be worn on the bike. That's what bike numbers, helmet numbers, and body markings are for.
Wearing a bib on the bike is typically only required in international events. USAT does not require a bib on the bike so WTC doesn't require it in the US. However, the ITU requires it, so WTC requires it in international races.
