I have 3 slight used 23mm Continental GP4000 tires. The 2 tires on the right came off my race wheels and have about 500 miles on them. Those 2 tires have no cuts at all, are in perfect condition and the center rib hasn't worn off yet. The tire on the left has about 1000 miles on it and does have a few tiny normal cuts you would expect for a tire with this mileage, but nothing has gone through the casing I guarantee. I wouldn't hesitate to use any of the tires for my race wheels. The sidewalls are still in perfect condition with no cuts or gashes.
