Can you take it IN to the office and sign it over to them - send an email to previous employer saying it's now residing at the office, cc in a manager at the office giving them a chance to refute it, and say that if they need it back that's where it will be?

As previously mentioned. The office is 1 hour 20 minutes away. That's a 2 hour 40 minute round trip. In good traffic. Good traffic doesn't exist any more so it's at least 3 hours possibly 4.
I just don't care enough to waste my time to do that.

For a project, company X (big tier 1 service provider) bought about $100,000 worth of hardware to be installed and used in our lab to implement a new feature.
2 to 3 years later after the product went EOL, we asked numerous times about returning the hardware since the hardware is propriety of company X. Nobody knew about it and they were going to research it. We followed up several times over several months and finally gave up.

Likely, the company you work AT has already been billed for and/or paid for that computer many times over. They may not want it back.
Do you assume they will replace you with another contract IT guy? If so, you can hand him the laptop and tell him that "this" comes with the position, as the hardware is probably role-allocated. Make sure he signs for it, or get an email from him confirming the transfer.
You don't want the "new" company thinking that you're a thief...

I know who they are replacing me with and he already has a laptop from that company. Like I said. I have brought it to work. It's here if they want to come get it.

Sorry I thought you meant the Mississauga office was that of the contractor you used to work for, not the office you were required to work at? Must have got confused but sounds like there's an abundance of advice anyway.

Since you work in IT, I'm sure you are aware of the IT Help Desk system or the manager/ director of the department. That is your contact for returning tech. Contact the person at that position or send a help ticket.

Since you are the one who has initiated the termination of your position with the company I would say the onus is on you to ensure that all property of the company is returned.
If the company had severed your position then it would be their responsibility to retrieve their property.

Disagree.
I was responsible for tracking servers/laptops at my previous company, and IMO BLeP has taken what I would regard as reasonable steps to initiate returning the laptop. On termination of an employee's employment, regardless of who initiated it, we would either issue a shipping label or just have the employee ship it and expense the cost. A lot of our employees were remote and when we initially shipped their laptops out to them, we would tell the recipient to keep the box somewhere safe in case the laptop ever had to be shipped back to us (we always mentioned this would be for repairs etc, not in the event of termination).
We also had a clause in our employment contracts that final paycheck could be delayed pending the return of company property (laptops etc) in acceptable condition, but we never had an issue where we needed to invoke that.
