Its called politics. When you are leaving office and your approval rating is below 30%, you keep your mouth shut for the sake of your party. When you enter office and you start a giant war that you are keeping your finger's crossed that they will work out, you don't bring up the previous president's policies when he ran on a record of peace and prosperity.

This is the problem with you dittoheads. You actually honestly think that half of the politicians are decent human beings always acting in good conscience. You need to get your heads out of your asses and stop being so easily manipulated. So you think "blaming" is the equivalent of "leading"?
Do you think Obama didn't know the state of the economy BEFORE telling everyone he would fix it? Do you think Obama didn't know about Iraq BEFORE telling everyone he would fix it?
You can't have it both ways, either you say you can fix it and you take actions to get the job done or you get out of the way and let a real leader do the job.
Obama is a week leader and this is a poor trait of a weak leader. Obama was predictable (and weak) on the Iran deal which is why we gave everything and received nothing of substance.
GW has his flaws but at least he did not publicly blame everyone else for his blunders. He stood up proudly and stated it was 100% on him... and he was a cheerleader for gods sake. Obama can't even measure up to a cheerleader.
