Cut the crap. This is in the article. He said that not allowing felons to vote disproportionately impacts blacks therefore a race based disenfranchisement. This has also been a common civil rights movement claim. In other words it's common knowledge by all involved this would benefit the black community more than most and they have been the most vocal about having this happen.
