Can someone translate this for me?

And as a matter of fact, if you look at the trend line for nonsecurity discretionary spending, I think it's pretty -- 6 percent when I first was elected. It's down to negative now.

I watched it "live" on MSNBC.com. It's so rare for President Bush to give a press conference like this, it's always interesting to watch live.

Check nytimes.com; that's where I got it from.

Interesting question when someone compared his statement about knowing Miers to his defense of Rafael Palmiero before he tested positive for steroids. He didn't address the question...
