Thanks for posting this. It's a long haul, but I guess it's better than going through the report itself.

It goes into things in a little more technical detail than I have seen before, which is interesting to someone (i.e. me)who has never pondered/experience the practical aspects of intelligence and the subsequent responses and uses of that info.

On superficial reading, it seems to go to great lengths NOT to cast blame on any single entity, almost saying that there was no real chance of preventing what was gong to happen - do you think that is a fair assesment of the article? I have a follow up question, but if I have got the gist wrong then there's not much point in asking it.

I generally agree. I think Posner doesn't lay blame at the feet of Pres. Bush or the Administration, or the Intell community or anyone in particular. I think the point, among other things is, that some things just can not be predicted, and you can't plan for what you can't forsee.
