Not needed, however, you may want to sand down the rim joint (opposite the valve hole), and any burrs that may be around the valve hole.

I have a set of Hed 3's (2 years now) and run them w/o rim tape. Do not see the need for it. I train and race on them and have had no problems. The reply about the sanding is a good point if you have that proble. Hope this helps.
