Yes they are. WADA code section 10.12 Status during Ineligibility


As a general comment, it should be mandatory for people to have at least read the code before commenting on anti doping rules.

Ideally this is true, but I'll give people a pass for knowing the as it relates to everything on the INNOCENT side of things. Most people should not have to know the nuances of what happens after a ban -- or so I hope.
