In many respects the decision gives a green light to State sponsored doping and serves as a warning to whistle blowers.

In some countries doping is funded by the state. In others it is funded by a lottery. And in still others it is funded by corporate sponsors.

Doping works. It gives a large advantage. Yet no one asks how the self righteous, morally superior countries manage to keep their places in the medals rankings.
