LAPD fatal shooting of 19 year old Quote | Reply

http://latimesblogs.latimes.com/...0-million-claim.html

I've been sitting on this one to see what the family was going to do before I commented on it. Well, it happened today. The family is suing for 120 million (one million dollars for each bullet fired). Here's the facts as published in the press....I don't have a crystal ball nor have I spoken to any of their officers involved.

- Kid is a former explorer scout with LAPD but kicked out of the program for bad behavior.

- He leads LAPD and CHP in a high speed pursuit.

- During the pursuit he calls 911 and tells the dispatcher he is armed with a gun, has been arrested before for possession of a destructive device and is not afraid of the cops.

- At the conclusion of the pursuit (night time) he engages in a short foot pursuit, then turns and takes a "shooters stance" supposedly with a cell phone in his hands instead of a gun.

- Officers respond with anywhere between (depends on what article you read) 90 and 120 rounds in the kids direction killing him instantly.

Just heard on talk radio a bit ago that the family, in one of their many accusations against the LAPD, is stating the officers killed him because he has a Muslim name. Supposedly the officers targeted him to kill him after they ran his plate and recognized his last name as being a Muslim last name??? What?

Just found the video. I think an attorney is going to make a bit of cash from the family, and in the end the family will be broke and their son will still be dead. Very tragic. Wonder what was going through this kids mind to make him do this. Imho it appears to be suicide by cop!

His family seems full of excuses. He was probably suffering from a mental illness. Maybe the missed the signs or ignored them.

LAPD will pay out a settlement. They always do.

As far as the amount of shots fired, that seems to be LAPD SOP. I don't know what they are trained to do but it seems like the just "unleash hell" when they feel threatened.

Part of it may be the old hearing of the shots of other officers and therefore assume those are bad guy shots being fired at you. A lot of these guys carry Glocks with 15-19 round magazines (civilians are limited to 10 round clips in CA).

My high-speed chase dream is to race from Santa Barbara to LAX on a Hayabusa at speeds of 120+

i would totally get away with it if i felt like doing it because LAX is a no-fly-zone for news and police helicopters.

My Friend would be waiting underneath Sepuleveda Blvd with an empty van.

And then we'd go to Norm's for breakfast. "Where life happens 24/7"

You can do 120 on a 600 without a problem. Dream bigger! Turbo charged, ported and polished engine with a power commander! 190+! By the way, ZX-14s look much more wicked, IMO.

BTW, this kid thought he could do pretty much the same thing:

Hell of a video.

I can't say what LAPD's policy is but my agency's policy is to shoot until the threat is eliminated. There were a lot of officers probably shooting at him. It doesn't take long for 10 or more officers to fire 100 rounds. That may have been a cellphone he was pointing at them but I guarantee you it looked like a gun from those officer's standpoint especially since he was pointing it like it was a gun. He also told the 911 operator this little gem: "If they pull their guns, I'm gonna have to pull my gun out on them." Pretty sure the dispatcher relayed that to the officers. That kid made a series of monumentally bad decisions that cost him his life.

i'd second the guess that he had some mental health issues. the (admittedly very) brief discussion sounds to me like maybe he's a bipolar kid who was in a manic phase and off his pills. it's sad that a teenager is dead, particularly if he wasn't in control of his faculties at the time of the shooting. but this is what happens when you point a weapon (or something like it) at a cop, and i think cops need to be empowered to make judgement calls like the one they made here. as for the number of rounds fired, frankly i just don't think it matters. the kid's equally dead regardless.

Yes. I hope my post didn't sound like I was blaming the LAPD.

I second your point.

Just finished a conceal carry course with a local Sheriffs deputy. We did an exercise in class focused on action vs reaction which lead into a shots fired exercise.

According to the instructor the average gun fight with the police lasts 1.5 seconds nationally. On average a single shooter can pull the trigger between 3 and 5 times in that 1.5 seconds. So depending upon how many officers are there shooting the number of shots fired can seem very high but in actuality it isn't.

Something the news and apparently this law suit misses.

This really painful... I agree with YaHey (you're probably joking?).

A couple of years ago a guy was hanging out on a 101 overpass in Santa Barbara waving a gun and the CHP shut down both directions for a few hours. It was a mess. I never understood why they didn't just shoot him. It all could have be done and cleaned up in about a 1/2 hour. Now we have to pay for the dumb shit to live in jail (he got 10 years - out in 5). He'll be out soon and will likely kill someone.

So after a high speed chase, foot pursuit and calling 911 to let them know if the cops draw their weapons, he will too as well as taking a firing posture while holding something in his hand, the LAPD was wrong in shooting him?

I hope the LAPD don't settle. It's sad that a kid die but it was is own fault. They don't shoot to minimize the threat, they shoot to eliminate the threat, I can't blame them.

I'm glad I don't live in LA with their trigger happy moronic cops. I figure trigger happy moronic police and security forces are the number 1 threat to the average US citizen right after Congress and the deficit. The founding fathers would have had each one of them convicted of murder. I'm sure the statist socialists of Kalifornia, will just pay the money instead.

??? While I am no fan of the militarization of our Police Departments and the Thin Blue Line, I don't think a police shooting gets much more justifiable than this.
