I'd call that a lazy, shitty thing to do by the parents.
My father was paralyzed on his left side and was wheelchair bound for the last 6 years of his life (died at 54). There was a pool in town he used for aqua therapy. Whenever I went with him we didn't use the lift because it was a pain in the ass. I'd roll him in at the steps. We stayed at many a hotel with pools, none of which had lifts. It made no difference as to whether or not he went swimming (and yes, he could swim).
Nothing (and I mean nothing) pisses me off more than people who use disabilities (their own or that of others) as an excuse or justification to
force
others to "accommodate" them.
My father his rolling in his grave with the middle finger on both hands sticking straight out.

Severe quad, and he doesn't look like he needs handling in the pool. But I imagine he'd need help getting out.
Not saying we should require every business in the U.S. to accommodate the tiny fraction of people like him, but it's still pretty cool.
That is my mom's student. She was a special ed teacher at Green Bay Preble High School. I have met and spoken with him. He thought it was pretty awesome that I did Ironman races. I told him that was nothing compared to what he was doing. He is amazing.

Nice rant but keep in mind that not every lodging property is a major resort that can afford a pool rebuild. Many are small mom and pop operations where a $20-30k pool renovation is pretty significant.

Definitely have to worry a bit about the laws of unintended consequences. I listened to a really good piece the other day discussing how various accessibility laws are enforced in California. The gist of the story was that the govt relies on individuals suing for violations and then the individual gets some pretty sizable cut of money. It made it sound like there are a few wheel chair lawyers who essentially have created full time jobs for themselves by finding violations. The story then went on to discuss two points that were particularly telling. First, they pointed out that there were so many regulations and they were so hard to follow that even a well intentioned company would be in violation; an expert at finding issues could find them anywhere. Second, they pointed out that as a result, many hotels for example will have a handicap accessible room, but that room will be unavailable if anyone ever requests it, because they would rather not risk the lawsuit if someone finds a violation. Seems like a mess for both sides...
