I think you've misunderstood. He's just the lucky birthday present for 16 of Belgium's most attractive female celebrants.
Probably a daily thing, during the off-season. Sure beats riding the trainer!

That may be the daughter of the famous (now retired) Dutch cyclist Theun Van Vliet, quite an excellent rider and a fine cycling family.
