Question about frame size

Talked to my LBS guy yesterday about building up the tri frame for my teen. He strongly recommends that I buy a bigger frame than the one that fits her right now, so that she can grow into it. This sounds like a bad idea to me. I have no way of knowing for sure how fast or how much more she will grow. The Dr. thinks 3-5 more inches over the next three years, only an educated guess. I have resigned myself to the fact that she will need another size bike at some point in the future. Shouldn't the bike I buy her now fit her now? Also, how much grow room is there in a frame size? The frame is a Cannondale Ironman. Thanks for your help.
