Get an old bike road worthy Can't Post

I have a 7-8 year old road bike in my garage that I want to get road worthy for as little cost as possible. It has not been ridden in 3-4 years.

At a quick glance, it needs: 2 new tires + tubes & handlebars.

What else would you think that this garage dust collector needs. I want to go the lbs on my way home tonight and get started fixing it up. What parts naturally wear out just sitting? Do brake pads dry up and get hard?

Help.

I'd probably replace brake pads, chain and cables. None of that stuff is very expensive.

It makes sense that handlebar tape might get crusty, but the handlebars themselves should be in good condition.

Ditto on brake pads, chain and cables. Lube anything that moves. Then lube it again. wheels should be OK, but check for loose spokes. Tires and tubes. sometimes the foam in the seat can harden up too.
