Active.com = confirmed entry?

For someone over the pond not familiar with active.com experiences could someone let me know if a bib number from active.com for an Ironman entry = definite entry in that Ironman (Cozumel)?
Am wondering as their website says 'closed' to entries but active.com still processes registrations and gives a bib number?
