I don't remember much about Holden or Sunset but you can't go wrong with Topsail Beach. Gorgeous. Lots of beach cottages and a beautiful beach plus plenty of good food.

If you don't want to go all the way to the OBX. Our vote has always been Kure beach, south of Wilmington.
Lots of cottages, super family friendly, and clean.
Always lots of waves for the kids.
We were there this past weekend for the Kure beach Double Sprint and our boys were in the water from 0900 until 1500, came out to eat and went right back in.
Carolina Beach is nice and is much more built up with amenities, but tends to draw a "different class/segment" of the population; My eyes can only handle seeing morbidly obese women in bikinis for so long before I take a drill to my head

One of those three (Holden I think) is very popular and can be a pain to get to via the 2-lane road that leads to it.
I think Topsail (not pronounced that way by locals) is where area people go, so it might be less crowded.

Can't speak about the other places, but the GF, her two boys (ages 16 and 10)and I were at Topsail for the first week in June and I LOVED it. It was the most un-commercialized beach I've ever been to. We stayed in a very nice duplex on the very southern end of the island bordering on a bird sanctuary. It's not really a kid friendly place but if your girls like the beach and are easily entertained then you shouldn't have any problem. My GF's boys got a little bored towards the end. BTW, I saw quite a few cyclists while there.
Went to Emerald Isle, up the coast last year. That was nice too. Lot a cyclists there too.

I highly recommend Emerald Isle. Not commercialized, great for families and the ability to enjoy the ocean and Bogue Sound with a short walk. I'd stay in the middle of the island in or around Salter Path which is away from the crowds at either end of the isle.
