Airline Baggage Fees

On a recent Continental flight from Pittsburgh to Houston, I observed another example of the airlines' lack of thought. Continental, like most of the majors has begun charging $15 for every piece of luggage checked, after the first. You are still permitted to bring one "carry on bag" and one "personal item" on board at no charge.
On my particular flight,
many
people seemed to be trying to carry more crap on the plane than would seem reasonable. The result was that the over head compartments were full before half the passengers had boarded. Those boarding later were forced to gate-check their hand luggage. The resulting turmoil forced the plane to be ~25 minutes late departing.
Wouldn't it make more sense to allow you to check as much luggage as you'd like, but charge you for carry-on items? What's the point of charging for checked luggage if it incents people to carry more crap in the cabin?

I agree. I think its absurd how much crap people try to shove in those overhead bins. The airlines should force you to check it, and if you insist on carrying on the plance then an additional fee could be charged.

Or, they could just enforce their existing policies for carry on size. The "one personal item, such as a purse or laptop" I've seen stretched to where it is now a large duffel bag, so you get an oversized roller that barely fits in the overhead + this large duffel bag that they ALSO want in the overhead.
Hardly anybody putting things below their seat these days it seems also, but then I mostly fly SWA so maybe it is different with roomier seating.
